issue, he said, "Discussion with the UML is taking place. Constitution
amendment proposal will be registered on the basis of a national
consensus."

Centre, Chitwan.
He also informed that Madhesi Morcha was informed of the constitution
amendment proposal during a meeting with them on Tuesday and that the
Morcha was assured that the constitution implementation and the
constitution amendment would go simultaneously.
He went on saying that the Cabinet decision to set up local units being
based on ilaka (area) of the District Development Committee had eased
the process to organise local poll on time (Mid-April) as 'the
government was on a war-footing in this regard'.
He also said all three levels of elections would take place within the
stipulated time.
Touching on the Tikapur incident wherein eight people mostly police
personnel and a two-year-old boy were killed in a clash with
demonstrators, he said just discussions were underway whether to
withdraw cases filed against the accused in the incident.
